DELIVERY
Five phases, two stages, counted from signature.
Governance, interviews, research, audit, baseline and confirmed workplan.
Brand strategy, messages, architecture, naming and channel model.
Visual system, guidelines, profiles, website UX and UI, templates.
Website build, launch campaign, content bank, press office, crisis readiness, training.
Launch execution, media relations, reporting and quarterly improvement.
The scope of work planned launch readiness at week 16. The brand can meet it. The six-site estate cannot, and we will not compress it by starting UI before the identity is approved or loading content the evidence register has not cleared. Stage 1, brand, campaign, film, press office and gateway, from week 20, around May 2027. Stage 2, the full estate, from week 34, around September 2027. Both count from contract signature, which with award six weeks after submission falls in late December 2026. If Thara needs a public moment sooner, Stage 0 announces the ecosystem under its name from week 4 to 6, before the identity exists.
A risk and issue register with probability, impact, mitigation, owner, trigger, status and escalation date. A decision log. A scope and change log. Weekly written reporting through the first sixteen weeks and through launch. Quality, approval and factual integrity are never compromised to meet an indicative date.
WHAT THARA MUST DECIDE
Seven decisions. Each one moves the launch date.
Stated so they can be scheduled rather than discovered. Weeks count from contract signature, T. Months are indicative, assuming award six weeks after submission and signature over year-end.
Nothing can be signed off without a named approver
Every subsequent gate slips
Arabic naming validation runs against the legal documents
Naming manual cannot complete. Identity proceeds at risk of rework
Every downstream workstream, including all six websites, waits on it
Day for day slip to identity, websites, launch and campaigns
Design tokens cannot be issued until it is approved
Website UI design cannot start
Production and event suppliers cannot be committed against an unconfirmed date
Film and event bookings cannot be held
The build cannot integrate against an unnamed platform
Launch readiness slips
The content gate prohibits loading unapproved content
Go-live slips
Each decision is scheduled at mobilisation and tracked in the decision log, with the owner and the date it was taken.
KNOWLEDGE TRANSFER
You own everything, and you can run it without us.
Approved strategy, architecture, messaging, guidelines and policy in editable and final formats. Every logo, design, motion, photography, video, audio, presentation and campaign source file with linked assets. Website design library, source code, repository, documentation, environments, credentials, database exports, integrations, DNS and hosting access, backups and the deployment process.
Administrator and user training with recordings, operating procedures, a troubleshooting guide and named transition support. A brand-governance workshop. Playbooks and templates, so the next campaign does not need a new brief from scratch.
Domains, social accounts, advertising accounts, analytics properties, tag managers, pixels, audiences and dashboards, all under Thara-controlled ownership. CMS super-administrator access. No proprietary lock-in and no dependency on us to keep operating.
Continuing subscriptions, renewal dates, costs, owners and cancellation steps. Font licences and usage rights. Certification that confidential information and personal data have been returned or deleted.
Final payment is conditional on handover being verified, not on it being promised.
WHAT THIS DEPENDS ON
The programme is ours. Six things are not.
Stated plainly so they can be scheduled, not discovered.
Chairperson, Group CEO, Board or committee representatives, the Chamber sponsor and entity leaders. The phase 3 and 4 overlap holds only if these land early.
Entity facts, offers and milestones confirmed by a single named person, not assembled from several. This is what keeps the claims register clean.
Including a fast lane for Residency and launch content. Weekly release cannot survive a monthly approval window.
The institutions that set the challenges commit senior time across the ten weeks. This is the largest client-side commitment in the campaign and the one the proof depends on.
The campaign calendar is relative to the first day of the cohort. One confirmed date resolves the whole plan.
Final transliteration and legal naming validated against incorporation documents. The CRM. Hosting and data-residency approval. Typeface licensing.
None of these are caveats. They are the six decisions that protect the programme, and we would rather put them on the table now.
ASSUMPTIONS AND EXCLUSIONS
Stated, because silence counts as included.
Your submission rules treat anything unstated as part of the scope. These are the assumptions our approach rests on and the items that sit outside it.
Two cohorts a year, sixty startups per cohort, a ten-week programme with alumni support. Taken from your Enterprise Systems and Founder Sourcing documents, which differ from the scope of work. A clarification is lodged.
Paid media spend. Third-party talent, music, stock and licence fees. Event production beyond the launch identity and application suite. Translation into languages other than Arabic and English. Ongoing hosting and subscription fees.
Two consolidated rounds per major deliverable, with comments collected by your nominated owner. Correcting our own errors is never a revision round.
Any third-party cost. Any claim, figure, partnership or outcome not cleared through the evidence register. Any influencer or spokesperson engagement.
Page, template, form, language-version and migration counts are quantified in the financial file and matched by reference here.
Social media management is priced and evaluated separately. Nothing in Package 1 depends on its award.
VALUE CREATION
Four items. One reference each.
Every value item carries a unique reference used identically in the financial proposal, with its measurement method stated and its baseline set in the first thirty days.
Built as a live database rather than a document. Every claim carries its source owner, approval status, permitted wording, review date and supporting document reference. Handed over with administrator control.
Measured on the share of published claims traceable to an approved entry, and claims blocked at approval
Colour, type scale, spacing, iconography and component styling delivered as tokens with right-to-left and left-to-right rules, as a working library rather than a specification to interpret.
Measured on brand defects raised per website gate, and rework cycles after design approval
Fantasy Studio AI applied to adaptation and versioning after master creative approval. Concept, art direction and final approval remain human. Nothing is published without human review and rights checks.
Measured on assets delivered per campaign cycle, and turnaround from approved master to delivered adaptation
Every stakeholder session captured and every decision logged with its date, authority, implications and affected deliverables, connected to the evidence register.
Measured on decisions logged against decisions required, and approval cycle time by deliverable type
Stated in the financial proposal, value-item schedule, under the same four references. None carries a continuing licence, subscription or dependency payable by Thara.
Declining any item does not affect delivery of the mandatory requirements
Each reference above appears identically in the value-item schedule of the financial proposal.
VALUE CREATION. TRANSFER, ACCESS AND PROOF
Capability moved. Access declared. Proof named.
Each value item is built to be run by Thara without Freedom, reaches only through relationships that already exist, and rests on work Freedom has done before, with its role stated.
Governance agreed, the claims register live and the discovery report signed by T+3. Brand platform and naming approved by T+10. Master system and design tokens by T+14, with the first review of every value item against the baseline set in its first thirty days. Sequenced on the programme and client decisions slides.
Quick wins in the first three weeks. Each dependency is a client decision inside the first hundred days
Administrator control, not agency control. Thara holds the register, the token library, the decision log, the asset register and every credential. Governance workshop and recorded training for the group and five entity teams. Written procedures usable without Freedom in the room. Freedom’s senior team available as mentors to founders in the Residency, and as brand and communications counsel to Thara’s shared services, so the capability sits inside the ecosystem rather than only inside the agency.
When the contract ends, Freedom stays for thirty days to hand over, introduce suppliers, and say in writing what is still open
Existing relationships only. Wamda Capital, introduction route only. UAE and GCC media through Action Global Communications. The regional founder community including Kitopi and CAFU. Institutional networks including Dubai Future Foundation and DTCM. Capital networks including 3S Capital.
No third-party participation is guaranteed. Outreach beyond these is proposed, not promised
Fantasy Studio AI, Freedom’s AI production house, for adaptation after master approval: fantasystudio.ai and @fantasystudio.ai on Instagram. The register as a live database. Tokens as a working library. Human review before anything leaves Freedom, documented rights, no founder imagery generated, AI use recorded in the asset register.
Only named people can open the register, and it never holds a founder’s or applicant’s personal details
Red Sea Global: brand strategy and identity across AMAALA, the Marina, RSGH and Visit Red Sea. United Al Saqer and MBC Group: group brand and architecture across operating companies. Mohammed Bin Rashid Space Centre, 2117: brand and world-building. Alshaya’s Aura: multi-brand governance.
Named referees for Red Sea Global and Kitopi in the eligibility pack. Case detail on the comparable work slide
Four items. Each one relevant to the brief, evidenced by delivered work, feasible inside the programme, measured against a baseline, transferable to Thara’s team, and carrying no hidden dependency.
RISKS AND MITIGATION
Five risks we can name before we start.
A risk and issue register with probability, impact, mitigation, owner, trigger, status and escalation date opens at mobilisation. These five are already visible.
Six entity owners approving the same deliverable turns two revision rounds into six, and the programme stalls between them.
Delegated authority agreed at mobilisation, consolidated feedback through one nominated owner, two consolidated rounds per deliverable
The scope of work prohibits any statement implying fund launch, licence, certification, investment commitment or partnership before the documents exist. Six entities publishing independently is how one of them does it anyway.
The claims and evidence register, live from week three. Nothing is published that it has not cleared, and every claim carries its source owner and permitted wording
The content gate cannot close until approved bilingual copy exists, and supplying that copy is a client responsibility.
Content model and page inventory issued at T+10 so drafting runs in parallel with build rather than after it
One web development team, managed by Freedom, delivers the shared platform, the six sites and the AI companion.
Freedom holds brand and gate accountability, Thara owns code, repositories and credentials throughout, and exit obligations apply to every supplier’s work
Corporate Arabic and Latin faces must carry transferable rights across print, digital, broadcast and third-party suppliers.
Licences confirmed and terms disclosed before the master visual system is approved
The critical-path risk, launch readiness at week 16 against a six-site estate, is set out in the executive summary and the delivery programme.
